The London congestion charge and the disabled
You don’t have to pay the Congestion Charge or register with TFL if the vehicle is recorded at the DVLA or DVANI as a vehicle used by disabled people that are exempt from vehicle tax and have a ‘disabled’ taxation class
You can drive these vehicles anywhere in the congestion charging zone at any time without paying and do not have to register for this exemption.
The only exception is vehicles registered in Northern Ireland. These will have to be registered with Transport for London (TfL) so that they can be exempted.
Contact Transport for London if you think your vehicle falls into this category.
Blue Badge holders
Blue Badge Holders (with non-VED exempt vehicles) are eligible for a 100% discount from the congestion charge for up to two vehicles per day.
If you hold a valid Blue Badge in the European Economic Area, you’re eligible to register for a 100% discount, even if you don’t own a vehicle or drive. (If you have an organisation Blue Badge or are applying on behalf of another person, for example a child, please see ‘Applying for Blue Badge discount on behalf of someone else’ below.)
You can register up to two vehicles that you would normally use to travel within the Congestion Charge zone. This could be your own vehicle, or one you travel in.
You can apply for a discount online but you’ll need to supply certain documents to show you’re entitled to the discount.
Documents you need to provide
You need to provide TFL with a copy of both sides of your Blue Badge plus one of the following proofs of identity:
* DSS benefit book/entitlement letter (less than 7 months old)
* Current passport
* Current driver’s licence
* Pension book/entitlement letter (less than 7 months old)
* Birth certificate (same first and last names as the Blue Badge. Not a Certificate of Registration of Birth)
* Marriage certificate (same first and last names as the Blue Badge)
* Current bank or credit card Statement (no more than 3 months old)
* Deed Poll Certificate (same first and last names as the Blue Badge)
You can upload images of these documents as part of your online application, or you can send copies by post or email TFL later on.
Until Transport For London confirm your application is successful you must pay the charge for journeys within the zone.
Cost
You have to pay £10 to register for the Blue Badge discount. This will need to be renewed in line with your Blue Badge expiry date. As long as you renew within 90 days after the expiry date, you will not need to make a further payment.
Renewing your Blue Badge discount
We will notify you when your discount is due to expire. You will be able to renew your discount online once you have received this notification.

Applying for Blue Badge discount on behalf of someone else
If you are completing the Blue Badge discount application on behalf of a Blue Badge holder or on behalf of an institution you can still complete the application online. You will be asked to set up a London Road User Charging (LRUC) account in the Blue Badge holder’s name and complete a ‘Declaration of Authority’ form to describe your relationship to the Blue Badge holder.
In the case of an institution you should create the LRUC account in the name and address of the principal officer of the institution.
At the end of the application you will be able to add yourself as an authorised user. This will allow you to sign in to the secure online account and manage it. You then have the option to add four more authorised users.
